Arthur's in Charge is the thirteenth book in Arthur's Family Values, a series of Arthur book titles aimed specifically at teaching morals. The moral of the book is "Being Responsible."


D.W. is excited about Mary Moo Cow visiting the Mill Creek Mall. Jane agrees to take D.W., and brings Arthur along. Arthur is bored while waiting in line with D.W., and he sees a Bionic Bunny action figure. He goes over to look at it and talks to Buster, then checks on D.W., only to find that she is gone.

Arthur and Buster ask the kids in line if they have seen D.W., but they do not help. They go to various stores and look for D.W. At a bookstore, the clerk calls for D.W. over the loudspeaker. Jane is disappointed and suggests that they check back in line. They hear D.W. laughing, and see that she has been in Mary Moo Cow's barn.

Arthur apologizes for having left D.W. alone, and she gives him a drawing of Bionic Bunny. Jane takes a picture of D.W. and Arthur in front of Mary Moo Cow.
