Dr. Antic is a retired super-villain who appeared in Bionic Bunny issue 312, Dr. Antic vs. Squirm: Doom in the Dirt. Buster summarizes it in "When Rivals Came to Roost". Bionic Bunny has trouble fighting the villain Squirm, so he bribes Antic's aunt with antiques and she makes Antic help Bionic Bunny. It is not revealed how the battle ends, because Buster's mom did not let him finish the comic.
