Jeff was a contestant in the TV show Top Supermarket Clerk. At first viewers didn't like him, but then he turned out to be good when he was run over by Dominic with a shopping cart. He survived the incident with minor injuries, and assumedly went back on the show.
In "Caught in the Crosswires", Buster mentions him as an example for a reality show villain.
