Joe is a car mechanic who works for Best Repair Shop (though his tow truck reads Greg's Towing). He first appears in Arthur's Perfect Christmas, where he is the mechanic who comes to fix Fred's car.
However, his most prominent role was in "Pick a Car, Any Car", when the Reads take their car to get fixed at the repair shop. He later comes to buy the car from them and take it away, but it is fixed by the Car Talk guys' advice before he can do so. Joe does not seem to be quite honest, because he falsely claims that the Reads' car has no tail pipe to prevent Mr. Read from finding the problem.
