"Thora's brother 2" is not an official name.

He's only seen in a flashback of the episode Clarissa is Cracked. In the flashback, one of Grandma Thora's brothers made a Fairy Godmother doll for her using a potato. His head and facial features are almost identical to Arthur (his great nephew or 'grandnephew').
